He is a former member of the Gas & Electricity Markets Authority (GEMA, Ofgem’s Board) and was PwC’s Head of Utility Strategy & Regulation for five years. Karen leads our Strategic Market Reform and Independent Review work, bringing 35 years’ experience of advising energy sector clients across over 40 countries worldwide. She was PwC’s global subject matter expert on market restructuring and has advised utilities, regulators, and investors on market liberalisation and ongoing strategic and regulatory change, disputes and investigations and market review. Christoph brings over 12 years’ energy sector experience, having worked in industry, for regulators and for advisors. His primary focus is strategy and regulation for regulated businesses across networks, energy markets, and the retail sector. Jenni has a mathematical background which she applies to solving analytical challenges faced by our clients. She has undertaken cost-benefit analysis for an offshore wind farm, analysed the performance of a green investment company, undertaken comparative cost analyses for network companies, provided market reviews to support strategic development options for utilities and drafted regulatory price control business plan content.

Senior Manager

Andrew has over 15 years of experience in the energy and natural utilities space across central Government and consultancy. He has worked extensively across the water and energy value chains as well as on industrial decarbonisation. He has supported the development of regulatory business plans and regulated businesses’ ongoing reporting to the regulator, and has provided strategic support to energy networks around energy transition issues, in particular the future of gas. Manager

Matthew brings over five years' experience as a Government Economist in the Business and Energy Departments. His  focus is strategy, policy, regulation and cost-benefit analysis.

Matthew led the team responsible for the policy, operations and delivery analysis for the emergency Government energy price support schemes.  His expertise in regulatory impact assessments includes energy efficiency, energy networks and energy price competitiveness. Matthew has also worked on net zero and industrial decarbonisation strategy.

Associate Director

Steve specialises in managing complex industry change programmes in the energy sector that involve coordinating multiple stakeholders and multiple delivery organisations. In the UK this includes managing the successful implementation of Project Nexus; roles on Ofgem's Faster Switching Programme and MHHS and the programme director for the 1998 implementation of retail competition in Scotland. She has supported regulators during price control reviews, but more recently advised utilities on their business plan submissions, with a particular focus on environmental action plans, comparative efficiency reviews and policy support on issues relating to the net zero transition.
